Foreign experts help local enterprises to flourish

Statistics from Ningbo Foreign Experts Affairs Bureau show that by June 2016 Ningbo had introduced 1216 overseas engineers, who helped the enterprises concerned apply for 4055 patents, research and develop 13371 new products, leading to a direct newly added output value of over 26.4 billion yuan and about 2.1 billion yuan for newly added tax revenue. Reportedly, to attract the foreign experts, Ningbo has implemented a series of supporting policies in recent years.

In 2010, Ningbo initiated the overseas engineering introduction policy in China, and granted up to 600,000 yuan as annual salary subsidies for enterprises to accelerate their pace of introducing overseas engineers. The CSMT Center, a new-type intelligence-introducing platform, was established to facilitate the docking between foreign expert teams and local industries. The International Talents Community at the Old Bund has become a community for the foreigners working in Ningbo.

According to a person in charge from Ningbo Jingzuan Industrial Technology Co. Ltd., two years ago, they introduced Professor Nishimura Kazuhito, the winner of top award for talents in Japan, with the help of the "overseas engineer" application platform. "We were not quite sure about introducing an overseas expert with so much money at that time. It is the overseas engineer introducing policy of Ningbo that promotes our decision making."

The expert brought with him the advanced technologies and helped the company to get to a completely new level in technology and obtain tangible economic benefits.It is the same case with the Chenglu Group. In 2012, Kui Wiliang, President of Chenglu Group, noticed that lightweight automobile is the future trend and more steel parts will be replaced with the carbon fiber auto parts. However, the technology was not available in China at that time, and only several countries could handle the technology in the world. Kui decided to invite the top experts for the technology to the company, and finally Hans was selected. With over 30 years' research and development experience in the injection molding machine industry, Hans possessed 48 invention patents.

After he was introduced by another German expert who had worked in the group for three years, he has led the group to master the online mixing injection molding technology for carbon fiber and developed the first set of smart molding assembly line for carbon fiber products . So far, the prototype of the assembly line has been ordered by a prominent domestic auto parts company, and some German clients and domestic auto makers and auto parts companies have the intention for order. Reportedly, the industrialization of the smart assembly line will be a new economic growth point for Chenglu Group, and is expected to bring about an annual sales growth of about 40% in the following years. To create a better living environment for the foreign experts, the International Talents Community has been established at the Old Bund of Jiangbei District.

According to the Human Resources and Social Security department, the construction of the community was started at the end of 2014. With the market-oriented operation and support from the government, it provides services to five groups of people, including the foreigners working in Ningbo, the overseas students studying in Ningbo, the returned overseas Chinese students, people preparing for overseas study and people from Hong Kong, Macao and Taiwan. Besides inquiring about the information on government policies, recruitment and employment, and project promotion, Ningbo has built the platforms for "exchange and display", "cultural seminars" and "leisure and entertainment", in the hope of improving and enriching the cultural industry patterns of the community and help the overseas talents to feel at home.

The objectives of the community include receiving 500,000 international talents, issuing 100 items of foreign intelligent project information and realizing docking of 500 projects between talents and capital annually, after five years' construction
